Specifies the normalization factor of the Interval.
This value can be used to make the units of the measured value equivalent to the units of the Trigger value.
For example, the Interval value is in seconds. If the Trigger value is measured in minutes, you can make the Rate Interval 60 to convert the measured value from seconds into minutes before the measured value is compared to the Trigger value.
